THE REASON FOR DOING THIS IS TO LAY A FOUNDATION FOR A COMPONENT OF THE BILL THAT WE’LL BE HEARING ON THURSDAY. I THINK WE’RE GOING TO BE STARTING WITH DEPARTMENT OF NATURAL RESOURCES.>>IF I MAY INTERRUPT YOU IF WE ACHIEVE A QUORUM.>>WHATEVER THAT YOU NEED TO DO. THE IMPACTS THAT WE’RE SEEING FROM THE FEDERAL SHUT DOWN TO THE DNR. I’LL BE WORKING OFF A DOCUMENT THAT IS IN YOUR PACKETS. BEFORE I TURN IT OVER TO OUR CFO THIS IS A FLUID SITUATION. IT IS A FLUID ISSUE. IF IT CONTINUES AND WE GET INTO FIRE FIGHTING SEASONS THAT’S WHERE IT WILL BE ALARMING FOR US. THANK YOU FOR HAVING US. I’LL BE GOING THROUGH THE MEMO IN YOUR PACKET. I WILL TALK ABOUT FEDERAL FUNDS THAT ARE ADMINISTERED BY THE DNR. PROGRAMS THAT IMPACT NATURAL RESOURCES. RELATED TO OUR WORK. THE DNR SPENT $57 MILLION IN (INAUDIBLE) PROGRAMS AND ANTICIPATES ABOUT 60 IN 2019. ALL OF WHICH ARE EFFECTED BY THE SHUT DOWN. THE LARNL EVIDENT FEDERAL FUNDING SOURCE IS FROM THE — ACT. WHICH CAN BE SPENT ON WILDLIFE AND (INAUDIBLE) ACTIVITIES. BECAUSE OF THE NATURE OF THIS FUNDING IS NOT SUGGEST TO (INAUDIBLE). TOGETHER 70 PERCENT OF THE FEDERAL FUNDING. APPROXIMATELY SIX # 0DNR EMPLOYEES DEPEND ON THIS FUNDING. THESE EMPLOYEES WILL NOT BE AFFECTED. ANOTHER CONSIDERATIONABLE SOURCE IS THE LAND AND CONSERVATION FUND. IT WILL NOT BE AFFECTED BY THE SHUT DOWN. PROVIDES INCOME TO INCREASE AND ENHANCE OUTDOOR FACILITIES. 2 .8 MILLION IN 2018. THESE PROJECTS ARE OPERATING AND WILL BE — THE STATE– ALL DNR GRANTS THAT OPERATE IN THE REIMBURSEMENT — WILL KEEP OPERATING. SOME OF THESE REPLY ON OUGHT MATTED REQUEST FEES. THE MAIN CONCERN IS THAT WE CANNOT MAKE AMENDMENTS TO AWARD WHILE THE SHUT DOWN IS IN PLACE. MOST OF OUR PROGRAMS RUN THROUGH 2019. THERE ARE SEVERAL GRANTS THAT WILL RUN OUT IN JUNE. WE HAVE A TREE INSPECTOR PROGRAM; NOT RECERTIFIED (INAUDIBLE) THIS SAME FUNDING ALSO SUPPORTS THE URBAN AND COMMUNITY FOREST PROGRAMS. THIS GRANT RUNS THROUGH JUNE POE30. THIS FUNDING ALSO RUNS THROUGH JUNE 30. DNR ACTIVE S — THIS PROGRAM HAS A BUDGET OF — AND THE GRANT FISCAL YEAR. OTHER IMPACTS FROM GRANTS THAT WILL END IN JUNE OR SEPTEMBER; LONGER WAIT FOR LOCAL (INAUDIBLE). FEWER RESOURCES FOR VOLUNTEER FIRE DEPARTMENTS. AS ALWAYS LOCAL LAW ENFORCEMENT CAN RESPOND TO EMERGENCIES ON THESE LANDS. THE DNR DOESN’T HAVE SPECIFIC INFORMATION ON THE (INAUDIBLE) AT THIS TIME. WITH REGARDS TO THE BOUNDARY WATERS AREA; OVERNIGHT CAMPING IS NOT ALLOWED BECAUSE PERMITS CAN BE BE CHECKED AT THIS TIME. CONCERNS ABOUT IMPACTS ON THE PUBLIC OF NATIONAL PARK CLOSE YOU ARES WOULD INCREASE AS THE SHUT DOWN CONTINUES THROUGH THE SPRING. W ILDFIRE MANAGEMENT. CORPORATE NATED BETWEEN THE DNR OTHER PARTNERS (INAUDIBLE) THESE AGREEMENTS ARE STILL IN PLACE. TRAINING ACTIVITIES; TYPICAL LYLY THESE OCCUR IN JANUARY AND FEBRUARY. MANY OF THESE HAVE BEEN IMPACTED. THE WILDFIRE SEASON IS MARCH THROUGH JUNE. FEDERAL AGENCIES AND STAFF ARE MONITORING PHONE AND EMAIL EVEN THOUGH THEY ARE NOT REPORTING TO WORK. ACCESS TO AVIATION RESOURCES WILL BE AVAILABLE THROUGH MARCH. THE US FOREST SERVICE — USUALLY ABOUT 30 PERCENT OF THE STATES ACTIVITIES; STEAD RAL — STAFF ARE ACTIVE AND PROVEITING DURING THE SHUT DOWN. LOGGERS ARE WORKING (INAUDIBLE) BEFORE THE SHUT DOWN AND IT IS NOT CLEAR AT THIS TIME IF THEY WILL WORK ON NEW HARVEST SITES. THEY MIGHT HAVE OPTIONS TO HARVEST ON PRIVATE LAND OR (INAUDIBLE). IN TERMS OF LAND EXCHANGES THE DNR IS WORKING TO EXCHANGE SCHOOL TRUST LANDS WITH IN THE (INAUDIBLE) FOR LANDS OUTSIDE OF THOSE BOARDERS. THE DNR IS MOVING FORWARD ON ANY ACTIONS THAT IT CAN TAKE IN ORDER TO MINIMIZE THESE DELAYS. THE DNR CAN PREPARE TO ACCOMMODATE LARGER LANDS EXCHANGES. ONCE THE SHUT DOWN ENDS. THIS MEAN THAT’S PROJECTS THAT REQUIRE THESE CONSULT TAGSS WILL BE DELAYS OR CARRY OVER (INAUDIBLE) ENDANGERED SPECIES. THE SUBJECT FOR THIS REQUIREMENT IS DIFFICULT TO ESTIMATE THE IMPACTS. THE FINAL AREA OF POTENTIAL IMPACTS IS PERMITTING DELAYS. THE REDEVELOPMENT OF THE UPPER POST CANNOT MOVE AHEAD WITHOUT NATIONAL SERVICE PARK REVIEW. THE TAX CREDITS ARE BEING HELD BY THE (INAUDIBLE) UNTIL THE NATIONAL PARK SERVICE CAN RETURN. CONSTRUCTION ON THE SPLIT — LIGHT HOUSE. THE SECOND ONE IS TECHNICAL TRAINING AND CERTIFICATION. A JOINT POSITION THAT WE SHARE TO HELP BUILD THE CAPACITY OF OUR LOCAL SOIL AND WATER FOR STAFF TO DO DESIGN WORK AROUND ENVIRONMENTAL PRACTICES. THE JOINT WORK THAT HAPPENS AT THE LOCAL LEVEL. WE HAVE THREE JOINT PROJECTS WIT H THE ENVIRONMENTAL PROTECTI ON AGENCY. THE FIRST IS A FUNCTIONAL (INAUDIBLE) IN NORTHEAST MINNESOTA. THE EPS WAS DOING THIS PROJECT AND WE WERE PROVIDING TECHNICAL ASSISTANCE ON IT. THAT PROGRAM IS ON HOLD. SO WET LAND (INAUDIBLE) OVERSIGHT. WHILE THE ARMY ENGINEERS IS THE ONE THAT DOES THE OVERSIGHT THE EPA — THIS IS A SMALL RISK THAT THEIR (INAUDIBLE) IS ON HOLD RIGHT NOW. WE HAVE A LONG-TERM MONITORING STUDY. THE LODGE TERM EFFECTS OF WET LANDS. WE ARE WORKING WITH OUR CURRENT RESOURCES. IF THE STATE OF MINNESOTA HAD ASSUMED 404 PERMITS WOULD WE BE WHERE WE ARE TODAY?>>IT IS A LITTLE BIT OF A GUESS ON MY PART BECAUSE IT IS NOT THERE. AS OF RIGHT NOW THE (INAUDIBLE) ASSUMPTION WOULD HAVE THE STATE HAVING ONE PIECE. THE FEDERAL PART ASSUMES BY THE STATE. SO WHAT HAPPENS IS THAT THE PERMIT EAU VERY WOULD ONLY BE GOING THROUGH THE STATE LEAFING HE WILL. FEDERAL GOVERNMENT WOULD NOT BE INVOLVED IN THE PERMIT TING PROCESS.>>THE FARM SERVICE AGENCY IS NOT IN OPERATION. THEY HAVE BEEN OPENED THREE DAYS TO HELP LOAN PROCESSING. THIS HAS IMPACTED US THE MOST BECAUSE OF OUR MINNESOTA CR OP INITIATIVE. THIS IS IMPORTANT TO –>>LOOKING AT THIS SLIDE HERE; MINNESOTA — AUGUST 17? IS THAT AFFECTED BY THE SHUT DOWN? SO PARTIALLY OF LANDOWNER PAYMENTS. FOR ANY SORT OF EXTRA WORK AROUND EASEMENTS. BENEFITS TO MINNESOTA; KEEPS SOIL ON THE LAND. IT IS A WATER STORAGE AND STREAMED. TO ENHANCING GRASS LANDS AND WET LANDS FOR HABITAT.>>IT SAYS THAT THIS HAS BEEN ON HOLD SINCE AUGUST 17; THE QUESTION IS HOW IS THIS EFFECTED BY THE CURRENT SHUT DOWN AS OPPOSED TO THE FACT THAT THIS HAS BEEN ON HOLD FOR MONTHS.>>LET ME GET TO THAT SLIDE. THAT LASTED UNTIL DECEMBER 30TH. WE WERE EXCITED AND READY TO GEAR UP AGAIN. ON DECEMBER 22ND; THE SHUT DOWN STARTED. SO THAT’S THE CONNECTION.>>SO WHAT WAS HAPPENING FOR THIS THREE DAY WINDOW THAT THEY WERE FUNCTIONING AGAIN. WERE THERE APPLICATIONS BEING PROCESSED? HOW WAS THAT TAKING PLACE?>>THERE WAS NO IMPACTS TO THE — IT WAS SIMPLY TO HELP PRODUCERS OR FARMERS PROCESS LOANS. TO DATE WE FUNDED 12;000 ACRES. FOR OVER 4 $400 MILLION INVESTMENT. SO UNDER THIS LAW MINNESOTA IS RESPONSIBLE — TO HOLD MIX MEW — EVERY DAY. SO THE GOAL WAS TO MITIGATE RISK TO THE PUBLIC AND ENVIRONMEN T. THE REASON THAT THEY’RE ELIGIBLE IS THAT THEY DID NOT HAVE FINANCIAL ASSURANCE. LANDFILLS ARE REQUIRED TO FINANCIAL — THEY’RE ALL OVER THE STATE. SO WE DO SCORE THEM EVERY YEAR AND WE LOOK AT THE DEGREE OF THE HAZARDS OF SITE. WE LOOK AT BED ROCK; OTHER GEOLOGICAL UNDERLYING CONDITIONS WHETHER OR NOT THERE IS AN IMPACT TO DRINKING WATER. SO EVERY YEAR WE RANG ALL OF THOSE TO COME UP WITH OUR PRIORITY LIST FOR CLEAN UP. THESE ARE SOME PICTURES. THE ONE ON THE LEFT IS AN OLD ONE. FROM THE EARLY 1970S. WE DO HAVE FOUR MITIGATION SYSTEMS RUNNING AT THAT SITE TWO AIR AND TWO WATER SYSTEMS TO CONTROL THE SPREAD OF CONTAMINATION. THERE ARE ABOUT 30;000 PEOPLE LIVING WITH IN A MILE OF THIS. THERE WAS NOTHING THERE AND IT WAS KIND OF A COMMON PRACTICE TO PUT DUMPS INTO WET LANDS NEXT TO CREEKS AND RIVERS. IT WAS THOUGHT TO BE A WASTELAND THACHLT WAS THAT WAS THE LEFB JELLINGVEL OF KNOWLEDGE THAT WE HAD AT THE TIME. WHEN WE OPENED IT UP OF SEPTEMBER 2017; THE FUNDS WERE MADE AVAILABLE WE FOUND OUT THAT THE LINER WAS REALLY PRETTY MUCH GONE. AND THE SOIL AROUND AND UNDER THE KIT WAS FAR MORE CONTAMINATED THAN WE HAD THOUGHT. AFTER FINDING THIS ADDITIONAL CONTAMINATION AND ASKED FOR AN ADDITIONAL 6 MILLION MOVING THE COST TO 18 MILLION WE DID GET THAT $6 MILLION REQUEST IN THE FORM OF APPROPRIATION BONDS. SO THERE WAS A LAWSUIT SERVED LAST YEAR. AND SO MMB DECIDED NOT TO SELL THOSE BONDS UNTIL THE LAWSUIT IS EITHER SETTLED OR COMPLETED OR WITHDRAWN OR WHATEVER. SO WE DON’T HAVE THAT SIX MILLION IN HAND RIGHT NOW. SO IN SEPTEMBER; LATE AUGUST WE HAD GONNA HEAD WITH THE BIDDING PROCESS. NOW THAT BIDDING PROCESS IS COMPLETE. WE HAVE FOUND OUT THAT OUR COST WILL BE UP ANOTHER CHUNK OF MONEY 4 POINT $4.3 MILLION. ADDITIONAL TO THE 6 MILLION THAT WE NEEDED LASTED YEAR. ANOTHER 4 $4.3 MILLION BECAUSE OF THE COST OF PUTTING UP A CUSTOM BUILDING ON THE SITE. WE THOUGHT THAT BUILDING COULD BE MADE FROM PREFAB PIECES BUT NO. THAT’S A BIG CHUNK. ALSO THE TRANSPORTATION COST. IT HAS TO BE DESTROYED AND HANDLED AT A FACILITY THAT CAN BE BURNED AT A HIGH TEMPERATURE. AS OF JANUARY FIRST OF THIS YEAR WE HAVE SPENT A LITTLE OVER A MILLION OF THE FUNDING THAT WE HAVE ALREADY RECEIVED. SO I HAVE BEEN ASKED TO TALK ABOUT THE TIME LINE AS WELL. WE HAD A BIG MEETING IN THE COMMUNITY CENTER LAST YEAR; STANDING ROOM ONLY. THE COMMUNITY IS CONCERNED THAT THIS CLEAN UP TAKE PLACE IN THE LATE FALL AND INTO THE WINTER WHEN HOME ENERS WILL NOT HAVE THEIR WINDOWS OPEN AND KIDS WILL NOT BE PLAYING OUTSIDE. WE WANT TO DO THE CLEAN UP IN THAT WAY. SO IF THE SITUATION NOW IS THAT OUR — WE HAD ONE BID BUT IT IS A — COMPANY. THEY HAVE DECIDED THAT THEIR BID IS ON THE TABLE FOR A CERTAIN LENGTH OF TIME. ONCE THAT EXPIRED WE CAN ASK THEM TO GIVE US ANOTHER EXTENSION OR WE WOULD HAVE TO START THE BIDDING PROCESS OVER. SO RIGHT NOW THE BIDDER HAS SAID THAT IT WILL BE ON THE TABLE THROUGH EARLY MARCH. BECAUSE WE HAVE TO DO PAPERWORK AND WE HAVE CHECKED WITH THEM; IF THE LEGISLATURE WERE TO MAKE THE DOLLARS AVAILABLE; BY THE END OF FEBRUARY THEN WE WOULD BE;ABLE TO GET THE CLEAN UP DONE. IF THAT DOESN’T HAPPEN THEN WE GO INTO MARCH AND THEN WE WOULD ASK OUR CONTRACTOR TO EXTEND; IF THEY DO GREAT. IF THEY DON’T THEN WE WOULD START THE BIDDING PROCESS OVER AGAIN. THAT WOULD PUT US BACK INTO 2020 DOING THE CLEAN UP. I HAVE EXPERTS HERE FROM OUR REMEDIATION PROGRAM.
